Bench warmer votes count?

What do you think about? The Judge which says. "Bench number #17 near 72nd. street, or 3rd. cardboard box under the bridge closest to the park counts as an address for unknown street people". And this Democratic Judge says this is OK, but we can't count the known soldiers votes, because they were not notarized. What happend to America?
