My hitachi projection tv is out get sound no picture 14-18 v?

going along the troubleshooting guide to B is voltage at pin 4 of IP01 on the deflection pwb 14-18 v. YES i get 14-18 v. ac and NO 2 v. dc is it good or not ?.... service manual does not specify to check ac or dc v. thanks
