What's preventing South Korea from sending over a covert operation squad to inate Kim Jong-il?

The south Koreans are very close to the North. The North does possess a nuclear weapon they can deliver to S. Korean soil. There's nothing anyone can do to protect them from this type of action. This keeps them from any military action.
